Filling a Report or Complaint


Complaint by Member of the Public

Teaching is a regulated profession in Manitoba. School clinicians (e.g., social workers, speech-language pathologists, occupational therapists) also hold certificates issued by Manitoba Education and Early Childhood Learning and are considered certified Manitoba Teachers with minor exceptions.

If you have a professional conduct concern regarding a certified Manitoba teacher or clinician working in schools, you may file a complaint as a member of the public.

If your concern is not adequately addressed by the teacher’s employer, contact us or submit the Public Complaint Form (pdf document 260 KB) to the Commissioner of Teacher Professional Conduct.


Employer Reports

Employers are required to file the Employer Report Form (pdf document 293 KB) without delay if a teacher they employ has been charged or convicted of an offence relating to the physical or sexual abuse of children; suspended, dismissed or otherwise disciplined for professional misconduct; or has resigned in circumstances where a report of the resignation is in the public interest.

Under The Education Administration Act, an employer is one of Manitoba’s public schools, independent schools, First Nation schools, adult learning centres, institutions and education organizations that employs or retains a certified Manitoba teacher.

When an employer submits a report, the employer must give a copy of the report to the teacher or clinician who is the subject of it.

Please note: In all cases, submitting a report or complaint does not replace an individual’s duty to report suspected cases of child abuse.  If, in your honest judgement, you believe that a child may not be safe, you are legally required to report it to a child and family services agency. Local law enforcement authorities should also be notified in situations that could warrant criminal investigations.


Teacher Self-Report

Teachers are required to self-report without delay if they have been charged or convicted of an offence relating to the sexual or physical abuse of a child. Submit the Certified Teacher or Clinician Self-Report Form (pdf document 225 KB) to self-report any charge or conviction.
